Following the Great Floods of 2016, which damaged more than 100,000 households, the LA OCD-DRU implemented the Restore Louisiana Housing Assistance (Restore) Program to help homeowners navigate their journey to recovery. HGA is providing comprehensive program management services for the state of Louisiana’s Office of Community Development’s Restore Louisiana Homeowner Assistance Program.

Our Solution

With approximately 5,000 homeowners remaining in the Restore program, HGA successfully transitioned all program operations from the previous contractor within three months and has continued operations with substantially less staff.

Value Delivered

HGA continues to move approximately 100 complexities involving multiple heirs and required successions. Our Team also works with state agencies and local building departments to overcome hurdles encountered during construction and provides legal services to the state for assisting with noncompliant homeowners.

Another focus area for HGA is implementing the long-awaited final phase of SBA reimbursement for eligible homeowners facing hardship due to the cost of their SBA loan payments. HGA has worked with the state to define required documentation to meet hardship criteria and will support homeowners through this process to ensure compliance.

Lastly, HGA provides financial management services to the Restore program. This includes disbursement of all award payments, distribution of checks to homeowners and reconciliation of HGA managed bank accounts.
