East Feliciana Parish, La: FEMA PA and HMA With HUD CDBG-DR Match – Infrastructure Program Management

HGA’s work includes preparing project worksheets (PWs) and damage inspection reports; providing monthly reports; providing project scoping and construction cost; providing technical assistance on FEMA policy and guidance; reviewing eligibility of contracts and force account labor; working to integrate funding sources (local, state, and federal) to implement post-disaster recovery and reconstruction on facilities, roads, and bridges; identifying 406 mitigation opportunities; acting as Parish liaison during FEMA/GOHSEP site visits; data collection and dissemination; processing requests for reimbursement through LouisianaPA.com and LouisianaHM.com; and cost reconciliation, payroll review, and CDBG-DR cost matching.

The original FEMA estimates for the Parish identified 20 roads and minor bridge repairs totaling $88,000. After bringing on HGA, the Parish was able to increase its eligible projects to claim 123 roads and replacement of two bridges, for a total of eligible project PWs of over $5.1 million. We are also providing reimbursement assistance for their force account labor, emergency protective measures, proper procurement, and expenditures related to COVID-19.
