Project Description
HGA provided grant management and labor compliance services in support of the Downtown Drainage project. This project is among the first large-scale public green infrastructure projects in the state. The City’s goal is to provide flood risk reduction with quality of life improvements. The project serves as a keystone investment in Gretna’s Downtown 2020 Plan.

Our Solution
HGA supported Gretna’s Downtown Drainage project by performing the following actions:
- Attended pre-construction meeting.
- Prepared labor compliance guide.
- Coordinated with prime contractor.
- Conducted reviews on more than 250 payrolls belonging to eight contractors for compliance with labor standards and payment of prevailing wages.
- Archived payroll review findings for audit preparation.
- Ensured payment of restitutions and errors resolved.
- Prepared and submitted monthly wage compliance reports. Conducted two on-site interviews for labor standards compliance.
- Prepared and submitted Semi-Annual Labor Standards Enforcement Report.
- Identified wage determination.
- Reviewed Requests for Reimbursement for compliance with CDBG-DR, LA Office of Community Development Disaster Recovery Unit (OCDDRU), and Jefferson Parish requirements.
- Assisted the City with Section 3 compliance for all Section 3– covered contracts.
- Reviewed procurement documents for compliance with CDBG-DR, OCD-DRU and Jefferson Parish requirements.
- Assisted the City with preparation of project application amendments.
- Assisted the City with file preparation and project close-out.
- Developed a SharePoint site to house project documentation and ensure CDBG-DR requirements.
