fund matching

HGA staff include nationally recognized experts in CDBG-DR and CDBG-MIT program management and specialized areas of expertise. They help our clients develop, implement, and improve policies, procedures, and processes that adhere to the latest best practices. We recognize that HUD has increasingly focused on ensuring that its grant recipients incorporate mitigation and resiliency considerations into their recovery projects. HGA’s goal is to build sustainable infrastructure to benefit communities for generations to come. We are helping to meet this goal through green infrastructure initiatives. We have led projects to help preserve coastal communities, such as dredging, building levees, creating green space, elevating roads, and improving drainage. Our hospital and community center projects have improved public services, provided new jobs to drive economic growth, and received national recognition.

HGA’s quality services have produced real results for our clients: no recaptures of funding. HGA’s state-level infrastructure experience is unmatched. We provided consulting services for the program administration of approximately $1.4 billion in CDBG-DR–funded infrastructure projects in Louisiana following Hurricanes Katrina and Rita. After reviewing the success of our Louisiana infrastructure programs, the State of New York Governor’s Office of Storm Recovery (GOSR) entrusted HGA to deliver their $1.1 billion CDBG-DR Infrastructure Recovery Program. HGA has also worked with the states of North Carolina and Florida; many counties, parishes, and cities; and the territories of the U.S. Virgin Islands and Puerto Rico to support the execution of their infrastructure programs funded by CDBG-DR and CDBG-MIT. HGA has supported our clients via staff augmentation, technical assistance, training to build internal agency capacity, and wrap-around program management services. Our HUD-funded infrastructure program services have included action plan development; drafting program policies and procedures; creating program implementation plans; development of web-based document storage, monitoring, and reporting systems; and overall grant management support from application to closeout.
