HGA stands at the forefront of changing federal policies and programs. In fact, we are one of the first to have submitted a completed action plan for Community Development Block Grant Mitigation (CDBG-MIT) funding along with the required certifications. Due to our comprehensive experience in the various HUD programs, HGA will be part of the 2018-2019 HUD Community Compass Technical Assistance and Capacity Building Program.
HGA’s Program Managers help cities, counties, and states recover from disasters, especially in areas with a high percentage of low-income residents, through the administration of CDBG-MIT and CDBG-DR grant funds. Our comprehensive services include writing action plans and program implementation plans; identifying and ranking projects; developing program processes and procedures; staffing; training and technical assistance; administering grant funding to ensure compliance; and managing the recovery program and its projects from inception to closeout and monitoring. Additionally, HGA excels in grant fund matching for CDBG-DR programs. By matching CDBG-DR with other federal program funding (e.g., FEMA HMGP and PA), HGA has helped states and US territories to fund additional projects and reduce their cost share.
Because of our commitment to compliance, our clients have never faced a fund recapture. HGA’s trademarked VistaTRAK system has been the foundation for ensuring compliance. The system comprises a federally-compliant document filing and storage tool as well as tracking and reporting tools to provide transparency to stakeholders. VistaTRAK has been recognized by HUD for improving monitoring capacity and recordkeeping.
While disaster recovery has historically been a focus of HGA, we also manage HUD entitlement programs.
We understand the differences between the CDBG-DR Program and the HUD entitlement programs and have existing, proven processes, systems, and templates in place. We are currently supporting local governments with their projects funded by the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Program (HOME), Emergency Solutions Grants (ESG) Program, the Housing Opportunities for Persons with AIDS (HOPWA) Program.
