The State of North Carolina has selected HGA to provide staff augmentation, grant management, and project management services for the State’s new grantee agency, the North Carolina Office of Recovery and Resiliency (NCORR). Under this contract, HGA will assist NCORR in the administration of the State’s Community Development Block Grant Disaster Recovery (CDBG-DR) allocation from the US Department of Housing and Urban Development (HUD) for Hurricanes Matthew and Florence, as well as an additional allocation for mitigation projects.
Within a few days of award notification, HGA had our staff embedded in the offices of NCORR to assist with recovery programs including reviewing current program policies and guidance, supporting the grant reporting system, setting up quality assurance and control functions, ensuring compliance with federal environmental regulations, and drafting action plans and amendments.
HGA’s support to NCORR will span multiple recovery programs, such as the single-family home repair reimbursement, rehabilitation, and reconstruction; repair and replacement of manufactured homes; repairs to public infrastructure; rehabilitation of public housing units; rehabilitation of small rental properties and multi-family rental housing units; buyouts and acquisition of flood-prone residential properties; and the small business recovery loan program.
